Abstract:
Redevelopment: Where are we, and where are we going? This talk will review what is happening with the dissolution of redevelopment agencies, how properties and contractual obligations are being handled, what the future may hold for contaminated properties previously owned by redevelopment agencies, and how certain pending legislative bills may help to facilitate economic development and affordable housing in the post-redevelopment era.
Speaker Information:
Linda Beresford is a partner with the law firm of Opper & Varco LLP. She has served as outside environmental legal counsel for numerous redevelopment agencies for the past decade. Ms. Beresford also has significant experience in handling the remediation, redevelopment and sale of contaminated properties. She obtained her law degree (J.D.) from the University of California, Berkeley, Boalt Hall School of Law in 1998 and her undergraduate degree (B.A.) from The Catholic University of America in 1993.
Kevin Reisch is a deputy city attorney in the San Diego City Attorney’s Office. He serves as the lead attorney in the redevelopment legal unit, which provides legal advice to the Successor Agency to the former Redevelopment Agency of the City of San Diego and coordinates the services provided by various outside legal counsel. Mr. Reisch has significant experience in both the public and private sectors and in transactional/advisory matters and litigation. His legal practice has been focused mainly in the areas of redevelopment, real estate and land use. He obtained his law degree (J.D.) from the University of California, Hastings College of the Law in 1995 and his undergraduate degree (B.A.) from the University of Notre Dame in 1992.
