Cannabis Cultivation Regulatory Program
Abstract:
Approved in November 2016, Proposition 64 legalized the growing, possession, and use of cannabis for non-medicinal purposes (i.e. recreational use) in California. Several state agencies are involved in regulating the various aspects of cannabis: cultivation, manufacturing, distribution, testing, and retail. The California Water Boards’ role is to ensure that the cultivation activities do not adversely affect surface and groundwater quality or water supply.
The State Water Board adopted a Cannabis Policy General Order in 2017 that established requirements for entities that cultivate cannabis. Three Regional Water Boards (Los Angeles, Santa Ana, and San Diego) are combined into the South Coast Region for purposes of regulating cannabis cultivation, and the unit serving the South Coast Region is headquartered in our Riverside office. The primary activities of the unit are processing applications for coverage under the Cannabis General Order, conducting inspections of permitted operations, and evaluating illegal grow sites.
$30 for members, $35 for non-members, add $5 if reservation is not received by 5pm the Friday before. Online registration will end at noon on the Monday before the event. Walk-ins with no reservation will be charged an extra $10 and be asked to wait until those with reservations are seated.
Please note that confirmed reservations will be invoiced regardless of attendance.
Craig Carlisle is a Senior Engineering Geologist at the San Diego Water Board. He joined the Water Board in 2000 after over 15 years in consulting. He manages the UST and Agricultural Programs, as well as several other groundwater and marine sediment investigation and cleanup projects in the Region. Craig has a bachelor’s degree in economics and a master’s degree in geological sciences from the University of California at Santa Barbara, as well as a MBA from California State University San Marcos. Upon graduation, Craig worked in petroleum exploration in both onshore and offshore California before doing environmental consulting in both Northern and Southern California.
