Abstract:
“San Diego County’s Corrective Action Program: Working with Your Local Agency to Solve Local Problems”
This presentation will discuss San Diego County Department of Environmental Health (DEH) new Corrective Action Program. The authority to oversee Corrective Action cases was delegated from the State Department of Toxic Substances Control (DTSC) to DEH in March 2014. This presentation will outline what Corrective Action is, the rules and regulations that govern Corrective Action and when Corrective Action will be required. A general overview of the Corrective Action process and case study involving a PBR (permit by rule) closure will also be given. As well as showing the advantages to working with your local agency through the Corrective Action Process.
RESOLUTION OF CONTAMINATED PROPERTIES THROUGH THE “VOLUNTARY ASSISTANCE PROGRAM”
The Voluntary Assistance Program allows property owners to enter into a contractual agreement for DEH to oversee the assessment and mitigation of any contamination on their property that poses or may pose a threat to public health or the environment.
The program assists applicants to achieve their goals, provide third-party review and consultation, and issue official concurrence or “Closure Letter”.
The authority for implementing the VAP Program is found in the California Health and Safety Code, Section 101480-101490. The process is often driven by real estate transactions or re-development plans.
Cost:
$30 for members, $35 for non-members, add $5 if reservation is not received by 5pm the Friday before. Online registration will end at noon on the Monday before the event. Walk-ins with no reservation will be charged an extra $10 and be asked to wait until those with reservations are seated.
Please note that confirmed reservations will be invoiced regardless of attendance.
Speaker Information:
Neil Searing: Neil is a Supervisor with the County of San Diego Site Assessment and Mitigation Program (SAM) and Monitoring Well Program. Neil is a Registered Environmental Health Specialist who has spent 13 years working for DEH in the Land and Water Quality Division. Neil spent over 10 years in the Land Use Program reviewing and permitting onsite wastewater treatment systems, water wells and land development discretionary projects before moving to SAM. Prior to working for the County of San Diego Neil was employed as a QA Associate with Pfizer Global R&D. Neil has a BS in Biology from San Diego State University. In his spare time Neil enjoys reading, surfing and travel.
James Clay: James is an Environmental Health Specialist III with the County of San Diego Site Assessment and Mitigation Program (SAM) and Monitoring Well Program. James has a BS degree in Geological Sciences from the University of California at Davis. James started at the County as a Technician in the Monitoring Well Program and has spent 20 years in the Hazardous Materials Division as a CUPA Inspector and in the Land and Water Quality Division overseeing Local Oversight Program Cases. Prior to working for the County of San Diego James worked as a staff geologist for Alton Geoscience. James’ hobbies include playing guitar and travel.
Nasser Sionit: Nasser Sionit joined the County of San Diego, Department of Environmental Health in 1990 as an Environmental Health Specialist. Since that time he has been an active member of the Site Assessment and Mitigation Program. Nasser’s public service work includes third-party review and oversight of assessment and remediation activities at contaminated properties. Since 1999 he has been coordinating the Voluntary Assistance Program related to these tasks. Nasser has MS and Ph.D. degrees in soil physics from UC Davis. While he is not at work he likes to do gardening and reading.
